This refers to the inspection conducted by E. H. Trottier of this office on July 28-August 1, 1986, of your facility in Grove City and to the discussions of our findings with Allen Lambert and members of your staff at the conclusion of the inspection.

This inspection was made as a result of several recent and significant Part 21 reports involving Cooper standby diesel generators at nuclear power plants. In addition, this inspection sought to verify corrective and preventive measures taken in response to findings of the previous Vendcr Program Branch inspection (84-01, March 12-16, 1984). Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.

During the inspection it was found that the implementation of your QA program failed to meet certain NRC requirements. The preventive action taken to keep superseded Material Specifications (heat treatment procedures) out of distribution and potential use in the heat treat shop remains ineffective. While the distri-bution control procedure for such procedures has improved since this finding was identified in the previous inspection, the end result is that outdated heat treatment procedures and a procedure index were found in the heat treatment shop.

The specific findings and references to the pertinent requirements are identified in the enclosures to this letter.

Please provide us within 30 days from the date of this letter a written state-rent containing: (1) a description of steps that have been er will be taken to correct this item; (2) a description of steps that have been or will be taken to prevent recurrence; and (3) the dates your corrective actions and preventive measures were or will be completed. Consideration may be given to extending your respor.se for good cause shcwn.

The responses requested by this letter are not subject to the clearance procedures of the Office of Managenent and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
