Gagliardo's letter of May 12, 1987 which provided the results of an inspection conducted April 6-10, 1987 at i

the South Texas Project Electric Generating Station (STPEGS), Units 1 and 2.

This was an inspection of the emergency response capabilities during an j

exercise of the emergency plan and procedures.

The attached schedule reflects our plans for re'. solution of the four deficiencies identified in the inspection report.

Our corrective actions will i

generally consist of additional training to upgrade th3 performance capabilities of our personnel.

ATTACHMENT ST-HL AE-2212 Page 1 of 1 Deficiency Completion Schedule HL&P NRC Action Item Scheduled Deficiency Number Number Completion Description of Deficiency 498/8712-01 0065 09/01/87 Inaccurate dose projections 499/8712-01 due to inability to determine release rate. Also, did not use field teams effectively to obtain field measurement data.

498/8712-02 0061 08/01/87 Concept of operation for use 499/8712-02 of in-plant teams resulted in excessive time being taken to constitute and dispatch teams.

498/8712-03 0066 08/01/87 Individual radiation exposure 499/8712-03 controls were not provided or considered for the field monitoring teams.

498/8712-04 0063 08/01/87 There were no fully dressed 499/8712-04 and equipped teams available to enter areas where radiological conditions were either unknown or extreme, as required by procedure.

Additionally, a reactor operator was dispatched from the control room to rendezvous with the in-plant team without being briefed on the team mission or radiological conditions.
