As requested by your letter of January 29, 1982, the Vogtle Electric Generating Plant scenario / controller package for the-July 28, 1987 annual exercise is hereby submitted for NRC review.

For reasons of confidentiality, the only copy of the scenario has been withheld from this letter and provided' instead to Mr.

Decker, Chief of the Emergency Preparedness Section of the NRC Region II office.

The scenario has been written for a small-scale exercise.

State and local governments will have minimal participation (no FEMA evaluation).

Editorial' improvements may be made to this package before the exercise date.
