PRE-AUDIT REVIEW OF THE SEABROOK STATION

EQUIPMENT 00ALIFICATION PROGRAM The Seabrook Station Environmental Qualification (EQ) Program (as found in Seabrook's FSAR, Section 3.11, Amendment 56, and Seabrook's EQ Submittal, Revision 2), submitted by the Public Service Company of New Hampshir-e, was reviewed to determine compliance with 10 CFR 50.49 and Ancillary Standards.
It was found that the applicant's methodology in acnieving compliance to 10 CFR 50.49 was sound with the exceptions as pointed out in this report.
This review also included evaluation of the applicant's responses to edilier Questions regarding their E0 program in Seabrook's letter SBN-710 u.ed 9/7/84, to Mr. George W. Knighton, Chief. Licensing Branch No. 3 Lisision of Licensing, USNRC.
There is an apparent time lag between what is stated in Sections 2.3.3 througn 2.3.5 of the E0 submittal and what is depicted in the QEW or SCEW sneets regarding manufacturer, model, and location.
These sections state that a field walk down has been performed where as the SCEW sheets typically state that this has yet to be performed.
Have the radiation levels resulting from a fuel handing accident been evaluated for those areas inside the fuel storage Building?
Many systems in Table 2-1 of the EQ submittal, " Systems Containing Electrical Equipment Important to Safety", have no electrical equipment on the the master list.
The applicant should verify that no electrical equipment in the following systems are located in a harsh environment.

Service Water Pumphouse Air Handling The response to RAI-270.6(3.ll) in Seabrook's letter $8N-710, dated 9/7/84, states that no credit is taken for the floor drains where as Table 2.-l of the EQ submittal identifies this system as one important to safety.
The applicant should supply the methodology incorporated to insure that the concerns of pertinent information notices and bulletins are c:cressed in their E0 program.
How has the applicant addressed the recent problems associated with t'mitoroue concerning the accountability of internal wiring and the f ailures in Wyle test report #58939 of the Reliance motor magnesium rotor?
Has the computer code CONTRACT-S MODI been approved for use at Seaorook to determine the pressure temperature profiles inside containment following MSLB and LOCA accidents?
The applicant has not supplied the postulated environments and flooding analysis for those areas inside the turbine building.
The EQ submittal failed to address the concerns of NUREG-0588 Section 1.4 paragraph (12) regarding exposure of components to levels below 4

Seabrook's FSAR Figure 3.11(B)-2 sheet 8 of 10 states that the peak temperature was qualifted by type test and analysis, however, the SCEW

9 sheet for EQ file No. 113-03-01 does not reflect this.
Partial type test data has also been used to state the qualified temperature of 80P supplied Limitorque operators located inside the containment.
The applicant should provide an updated Appendix C of their EQ submittal at the time of the on-site audit.
Section 3.ll(N).6 of Seabrook's FSAR references WCAP-8587, Revision 2,
" Methodology for Qualifying Westinghouse WRD Supplied NSSS Safety Related Electrical Equipment". The latest approved version of WCAP-8587 is Revision 6.
In the event it is necessary to use time margin evaluation tecnniques, the following information, as a minimum, must be documented.
Application of time margins less than one hour will be justified o
for each piece of eculpment, including any judgements regarding the survivability limits of the components.
The required operdD111ty time will be justified with o
consideration for a spectrum of breaks and the potential need for the equipment later in the event or during recovery operations, It will be demonstrated that failure of the equipment after the o
required operability time will neither mislead the operator to take an improper action nor further degrade the event by causing a failure in systems necessary for mitigation of the event.
The margin applied to the required operability time when combined o
with other test margins will account for uncertaintles associated with the design, production tolerances, testing techniques, and the number of units tested.
The omission of specific information with no commitment to the time margin positions of the staf f is regarded as an open item.

The environmental parameters established by the applicant are summarized 6n Table 1 of this report.
The applicant's master list.
E0 File No. Description Table, SCEW sheets, and Appendix C, " Summary Action Plan for the Resolution and of Outstanding Qualifica. tion Items", of the E0 submittal were reviewed with the results presented on Table 2 of this report. This review resulted in the following general areas of concern:
Minor accountability problems occurred between the master list o
and associated SCEW sheets and tables.
It was not apparent on the SCEW sheets when analysis and partial o
type test data was used to qualify components vise the preferred method of qualification of components by sequential type test as outlined in IEEE 323.
o in a few cases, specified radiation doses and submergence criteria requires clarification.
o The use of the note regarding field verification requires clarification.
o The deficiencies of Table 2 do not necessarily mean that the equipment is unqualified.
However, the deficiencies are cause for concern and require further case-by-case evaluation.
The applicant should resolve these deficiencies and document the resolutions in an auditable form.
