SUBJECT:
PACKAGE OF MATERIALS FROM STEPHEN COMLEY Comissioner Asselstine received a package of materials from Stephen Comley which relate ia general to the Seabrook plant and Mr. Comley's opposition to the plant. Rather than serve those documents on the parties to the Seabrook proceeding, I intend to serve this memo which contains a description of those documents and to place the documents in the Public Document Room so that anyone who wishes to inspect them may do so. The documents are of the following types:
(1) Letters from Stephen Comley to various public officials including Senators, Congressmen, White House staff, State officials, and NRC Comissioners and staff.
(2) A draft letter from Mr. Comley to Judge Sheldon Wolfe requesting a chance to speak at a hearing scheduled for Monday, September 29, 1986.
(3) Newspaper articles relating to'Seabrook and the NRC.
(4) Press releases relating to Mr. Comley's activities.
(5) Portions of the record of a criminal case in the U.S. District Court for New Hampshire.- U.S. v. James Padavano.
(6) Two memoranda undated, with no author noted, and entitled " Reasons for the press to do more on story" and " Analyzing Mr. Asselstine's answer to Mr. Walske's letter."
(7) Pages 10.2.1 - 10.2.3 of Draft 3 (4/86) of the emergency response plan for the city of Newburyport.
(8) Correspondence between Commissioner Asselstine and Carl Walske, AIF, relating to the probability of a core-melt accident and offsite releases at nuclear plants in the U.S.
(9) Memorandum to the Files from Comissioner Asselstine dated August 19, 1986 describing meeting between Comissioner and Mr. Comley. This has been served on the parties to the Seabrook proceeding.
(10) Letters from various persons to Mr. Comley about his activities.
