Administrative Program for Operator License Renewal - Limerick Generating Station Unit 1
Dear Mr. Kister:
The purpose of this letter is to provide the Philadelphia Electric Company (PECo) response to your letter of July 11, 1986, which concerned the untimely submittal of medical histories for two operator license renewals.
The administrative process governing the submittal of license application forms, NRC Forms 396 and 398, has been reviewed with Medical Division and Nuclear Training Section personnel and an improved program has been developed.
A Nuclear Training Section (NTS) procedure, titled
" Processing of NRC Operator License Applications (NTS-I-010)",
has been issued to define the administrative mechanisms and controls used to ensure that the Certificate of Medical History (NRC Form 396) is completed prior to the submittal of an operator license application to the NRC.
The major elements of the program are summarized in the following paragraphs.
The site Training Coordinator is responsible for notifi' cation of the Medical Division, the individual license holder, and the Manager-Limerick Generating Station approximately 90 days prior to the expiration date of each individual's license.
The site Training Coordinator is also responsible for the completion of each Personal Qualification Statement (NRC Form 398).

Mr. H. B. Kister August 22, 1986 Page 2 The site Medical Physician Assistant will make arrangements with the individual licensee to ensure that his medical examination is performed in a timely manner.
If there are any delays in the completion of an individual's NRC Form 396, the Manager-Limerick Generating Station and the site Training Coordinator will be promptly notified so that corrective action can be taken.
The NTS-Special Projects Branch Senior Instructor will coordinate the submittal of license applications to the NRC by obtaining approval signatures for NRC Form 398 and retrieving the approved NRC Form 396 from the Medical Division.
The approved NRC Porms 396 and 398 for each licensee will be combined in a package and submitted to the NRC at least thirty days prior to the license expiration as required by 10 CFR 55.33(b).
The improved license application program described abave 9111 assure that complete license applications are submitted ir. a timely manner.
