4 ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-424 Vogtle Electric Generating Plan License No. NPF-68 During the Nuclear Regulatory Commission (NRC) inspection conducted on April 28 - May 1,1987, violations of NRC requirements were identified. The violations involved inadequate surveys and posting of radiation areas and failure to document required radiation surveys. In accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1987), the violations are listed below:

A. 10 CFR 20.201(b) states that each licensee shall make such surveys as may be necessary for the licensee to comply with the regulations in Part 20 and are reasonable under the circumstances to evaluate the extent of radiction hazards that may be present.

10 CFR 20.203(b) requires a licensee to post each radiation area with a conspicuous sign or signs bearing the radiation caution symbol and the words: Caution, Radiation Area. A radiation area is defined, in 10 CFR 20.202(b)(2), as any area, accessible to personnel, in which there exists radiation, originating in whole or in part within licensed I sterial, at such levels that a major pcrtion of the body could receive in a y one hour a dose in excess of 5 millirems, or in any five consecutive (tys a dose in excess of 100 millfrems.

Contrary to the above, during April 1987, the licensee did not make such surveys as were necessary to identify and post a radiation area in the Equipment Storage Room (RA-27). An individual, if continuously present there, could have received a dose of six millfrem in any one hour.

This is a Severity Level IV violation (Supplement IV).

B. 10 CFR 20.401(b) requires a licensee to maintain records showing the results of surveys required by 10 CFR 20.201(b). 10 CFR 20.201(b) requires a licensee to make such surveys as may be necessary to comply with the regulations of 10 CFR 20.

Contrary to the above, the licensee did not maintain records of radiation surveys required by 10 CFR 20.201(b) that were made April 28, 1987, in the Equipment Storage Room (RA-27).

This is a Severity Level V violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including for each violation): (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
