Dear Mr. Thorne:

This refers to your January 28 letter concerning a request to train up to four employees of the South African Atomic Energy Corporation, pursuant to 10 CFR Part 810.

The NRC staff agrees with your conclusion that there is no proliferation risk associated with the proposed training. However, as discussed between our staffs, we understand that current Executive Branch policy with respect to nuclear exports such as this to South Africa, has not been established as yet.

Accordingly, we are deferring action on this particular request until such time as the necessary policy decisions have been made and discussed in DOE's final analysis.
