Dear Mr. Rooney:
Enclosed is a request from' the Department of Energy to increase the quantity of uranium authorized for export under license XSNM02323 from 3,576 grams uranium containing 109 grams uranium-235 to 4,295 grams uranium containing 130 grams uranium 235, and increase the plutonium from 8 grams to 10 grams (an increase of 719 grams U, 21 grams U-235 and 2 grams plutonium). A letter of assurance is required from EURATOM _ that the additional material will be subject to all of the terms and conditions of an agreement for cooperation.
Your assistance in obtaining the necessary assurance letter will be appreciated.
