DCS: 50-443/860926 Date: September 29, 1986 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNS-86-16 This preliminary notification contains information of nuclear power plant physical security and/or public interest significance and has been confirmed by the licensee.

Subject:

BOMB THREAT At approximately 4:05 p.m. on September 26, 1986, a bomb threat was received by tele-phone, at the site, from a male caller who stated "I am calling with a warning from the United Front for America, get all the people out. Seabrook blows up tonight." The licensee initiated its bomb search procedure and the management recall procedure was exercised. At 8:11 p.m., the search team found three pieces of pipe, about 11 inches long, that were taped together in the Radwaste Processing Building control room.

The licensee stated that the device clearly had no other indications of being a bomb but it was sent to the local law enforcement authorities for analysis. The plant area search was completed at 10:30 p.m., and no other suspicious items were found. Local law enforcement agencies contacted by the licensee did not recognize any group named the

" United Front for America."

The FBI was notified by the licensee. The Information Assessment Team and the State of New Hampshire have been notified.

This PNS is issued for information only and is current as of 9:00 a.m., September 29, 1986. No additional action is planned by the NRC at this time.
