MINUTES OF APRIL 9, 1987 MEETING WITH LIMITORQUE On April 9, 1987, a meeting was held at NRC headquarters in Bethesda, Maryland.

This meeting, held at the request of the NRC, was called so that management of both Limitorque and the NRC could discuss recent problems in the industry concerning Limitorque motor actuators. The following people were in attendance:

VPB Jeff Jacobson NRC Electrical Engineer, VPB Dick Kiesel NRC, 0GCB Earl Brown NRC,AE0D/ROAB Owen Rothberg NRC, RES/EIB Kamal Naidu NRC Electrical Engineer, VPB Opening remarks were made by James Taylor who expressed his concern for safety in the nuclear industry and the important role that Limitorque Motor Actuators have in ensuring plant safety. The fact that both utilities and their vendors need to work together responsibly was stressed by Mr. Taylor. Mr. Taylor thanked Limitorque for coming and expressed his belief that meetings such as these can play an important role in working towards improved nuclear safety.

Mr. Denham responded to these remarks by accepting ressensibility for his products effect on safety in the nuclear industry and :y pledging to work with the NRC and utilities in solving problems with Limitorque products.

James G. Partlow June 11, 1987 Ellis Merschoff then expressed hRC concerns that Limitorque has not shown the attention necessary to promptly resolve problems brought forth by industry and NRC audits. Mr. herschoff pointed out that over twenty NRC Information flotices and Bulletins have been written on Limitorque Motor Actuators in the past eight years.

Limitorque acknowledged this problem but responded that over forty audits were conducted at Limitorque last year and that only a limited number of resources could be devoted to audit proceedings. The feasibility of group utility audits were discussed and it was concluded that this could be beneficial.

Limitorque pointed out that many auditors seek conformance to unique requirements and that the industry doesn't seen to be unified in what type of QA program Limitorque is required to maintain.

Limitorque expressed concern that many problems reported to the NRC are never reported to Linitorque. They expressed concern that they have lost communica-tion between themselves and the utilities and that many prcblems that occur can be traced to this lack of proper communication.

The NRC informed Limitorque of a recent request by the EDO to huMARC requesting the industry to take the lead in improving motor operated valve performance and reliability. Limitorque agreed to work with NUVARC on motor operator valve problems and cited inad.quate training of maintenance personnel as the major cause of utility problems with their motor actuators.

Limitorque agreed that available maintenance literature could be improved.

The potential for hydraulic lock in Limitorque actuators was discussed.

It was determined that Limitorque recognizes that hydraulic lock can occur in some actuators but that further study in this area needs to be done. Limitorque agreed to attend a meeting at Limerick Nuclear Power Plant on May 5, 1987, to discuss this issue further.

A brief review of some ten recent technical problems was conducted. Limitorque agreed to work towards promptly resolving these issues.

The meeting concluded with both sides agreeing that a better understanding of the problems at hand was gained, but that a continued effort by utilities, Limitorque, and the NRC is neeoed to ensure adequate motor operator performance and reliability in the years ahead.
