RESPONSE OF THE NRC STAFF TO THE REQUEST FOR HEARING FILED BY JOHN PASKAVITCH On October 20, 1986, the Nuclear Regulatory Commission (NRC) pub-lished in the Federal Register (51 Fed. Reg. 37242) a notice entitled

" Consideration of Issuance of Amendment to Facility Operating License and Proposed No Significant Hazards Consideration Determination and Opportu-nity for llearing" (Notice) concerning the proposed amendment request to Facility Operating License No. NPF-16, issued to Florida Power and Light Company, Orlando Utilities Commission of the City of Orlando, Florida, and Florida Municipal Power Agency (the Licensees) for operation of the i

St. Lt cle Plant, Unit 2, which would permit the transfer of Unit No.1 spent fuel from Unit No. I spent fuel pool to the Unit 2 spent fuel pool.

The Notice provided that any person whose interest may be affected by this proceeding and who wishes to participate as a party in the proceed-i ing must file a written petition for leave to intervene in accordance with i

10 C.F.R. Part 2, particularly,10 C.F.R. I 2.714.

On November 21, 1966, the NRC staff was served with an undated letter from John Paskavitch which requested a hearing regarding the J
