PILGRIM STATUS REPORT FOR THE PERIOD NOVEMBER 20, 1986 -

DECEMBER 4, 1986 Enclosed is the Pilgrim bi weekly status report from the NRC Resident Office at Pilgrim. Two NRC resident inspectors monitored routine activities at the plant during the report period. The reactor remained in cold shutdown throughout the period for maintenance.

These statti reports are intended to provide NRC management and the public with an overview o' plant activities and NRC inspection activities. Subsequent in-spection reports will address many of these topics in more detail.

with moderator temperature about 110 degrees Fahrenheit. -

2.0 Facility Operations Summary i The plant has been shut down for maintenance, and to make program improve-ments since April 12, 1986. The present outage will continue entil April 1987 and will include refueling of the reactor.

3.0 Items of Special Interest -\ s Emergency Preparedness Activities '

sf On November 21, 1986, Boston Edison conducted'an onsite practice emergency drill. Several practice exercises have been performed by the licensee to aid in identifying and correcting emergency response problems. NRC repre- ,

sentatives witnessed portions of the exercise.

On December 10, 1986 the licensee will conduct its annual emergency pre-paredness exercise. The exercise will demonstrate the licensee's capabi-lity to quickly respond to emergency conditions, to assess the status of '

the postulated event and take appropriate actions. Onsite end offsite emergency response facilities will be activated and communications will be w established. Representatives of the Commonwealth of Massachusetts will participate. The NRC will also participate and will evaluate the li-censee's performance.

NRC Management Meeting at Pilgrim On November 24, 1986, a management conference was held at the request of NRC Region I. The conference between senior NRC and Boston Edison manage- q ment was conducted at Boston Edison's Chiltonville Training Center. Also, s  ; ^q in attendance were members of the state legislature, Massachusetts Depart-ments of Public Utilities and Public Health, the Massachusetts Civil Defense _

Agency, Town of Plymouth Advisory Committee on Nuclear Matters and the press.

This meeting was one in a continuing series of management meet ngs Neing held -

at six to eight week intervals to monitor the progress of licensee efforts to H improve the quality of its various programs. The licensee was asked to discuss program improvements and other topics of interest. The minutes c. t the meeting will be documented in NRC report 50-293/86-41.

.s The NRC's overall assessment of the information provided was that the '

utility has identified a couree of action to resolve some of its program-matic weaknesses. However, the utility needs to demonstrate progress toward implementation of these improvements.

s Release of a Contractor Cement Truck from the Site Without a T . Radiological Survey On Navember 25, 1986, a contractor cement truck was released from the e- Pilgrim site without proper radiological clearance. Although this parti-

. cular truck did not enter any contaminated areas while onsite, established

(~- procedures do require that any vehicle leaving site be thoroughly surveyed

' - to verify it to be free of radioactive contamination. Surveys of the areas "s '

where the truck had been, and the paths taken between these areas detected no contamination. A survey of the truck was subsequently performed at its final destination. Both this survey and an analysis of_the cement contained in the truck icentified no contamination.

. The lit.ensee has taken disciplinary action against the individuals involved s andshas strengthened' procedural controls. The NRC will monitor w- compliance with these controls.
