Exercise Report of the January 28, 1987, Exercise and the February 9, 1987, Remedial Exercise _of the Kansas Offsite Radiological Emergency Preparedness Plans for the Wolf Creek Generating Station.

This is to transmit a copy of the Exercise report of the January 28, 1987, joint exercise of the Kansas offsite radiological emergency preparedness plans for the Wolf Creek Generating Station, Coffey County, Kansas. Par-ticipants included the State of Kansas (partial participation), Coffey County (full), Allen County (reception / relocation center) and the Wolf Creek Nuclear Operating Corporation. Coffey County is inpacted by the Wolf. Creek plume exposure 10-mile Emergency Planning Zone. The date of the final report prepared by the Federal Emergency Management Agency (FEMA) Region VII was April 16, 1987.

In the January 28, 1987, exercise conducted by FEMA Region VII, there were two deficiencies observed. We first deficiency was a failure in Coffey County to successfully activate the siren system due to operator error.

h is was corrected in the February 9, 1987, remedial exercise. W e second deficiency was the failure to alert and disseminate an instructional message to the public within -15 minutes of the notification of the site area emergency. On March 2h 1987, Kansas submitted amendments to its plans and procedures which corrected the administrative process causing the problem.

Based on the results of the exercise and the remedies to the two deficiencies, FEMA considers that offsite radiological emergency preparedness is adequate l

to provide reasonable assurance that appropriate measures can be taken offsite to protect-the health and safety of the public living in the vicinity of the j

site in the event of radiological emergency at the plant.
