REPORT ON THE MEETING WITH THE NUMARC WORKING GROUP ON PIPING EROSION / CORROSION

Purpose:

To supplement SECY 87-90 with the results of the meeting with the above NUMARC working group as additional information for the Commission.

Background:

SECY 87-90 was issued to inform the Commission of the status of staff and industry activities resulting from -

the Surry feedwater pipe rupture of December 9,1986. It was mentioned in that document that a meeting with the NUMARC working group named above (in Subject) was scheduled for April 7, 1987. The meeting was held at NRC Headquarters as planned; the results are discussed below.

Discussion: The NUMARC working group presented their proposed plan for follow up inspections of piping potentially subject to erosion / corrosion thinning. A full set of the visual aids

! provided by NUMARC at the April 7, 1987 meeting is enclosed. The NUMARC program was stated to focus only on high energy (i.e., T>200 F, or P;::-275 psi) single phase coolant piping. The program is aimed at developing criteria to be used by utilities regarding sample size, inspection and acceptance criteria, and inspection schedules to discover wall thinning in single phase high energy piping.

These criteria are planned to be embodied in a computer program to be provided to each utility for use on a personal computer. Program input includes various plant parameters such as chemistry history and materials composition. Program results will identify piping systems with a high risk for failure by erosion / corrosion induced pipe thinning. The EPRI is responsible for developing these criteria and the computer program, in cooperation r with the NUMARC working group,

4 The Comissioners i NUMARC stated they' expected the computer program to be available by mid-May for trial use, and training sessions would be held on.its use. They proposed to meet with the staff once the trial applications were completed, to review their expe.rience and obtain staff agreement.with the program before it was implemented industry-wide.

How the industry implements the program (i.e., actions taken if criteria are not met) will be reviewed and-monitored by INP0.

The analytical assessments would most likely start on an industry-wide basis in mid to late summer. Inspections-for most plants would probably be scheduled.at the next refueling outage. However, plants identified as at high-risk by the computer program would be encouraged by NUMARC to inspect soon.

The second phase of the program will focus on the longer term actions that may be needed. That is, whether continued inspections are needed, and, if so, at what frequency, etc. NUMARC felt that the second phase of the program could not start until early spring, 1988 at the earliest.

While the overall approach appears reasonable, the staff expressed the following concerns:

- NUMARC could not comit that all utilities would adopt this program.

- The program is limited to single phase.high .

energy piping. Although NUMARC told us that most utilities have programs to inspect for two-phase wall thinning, they were not uniform in content and NUMARC could not speak with any confidence to their.

effectiveness. Piping below the high energy threshold designation is also potentially capable of causing adverse consequences upon failure and the program is not looking at this class of piping. The staff has recomended that the NUMARC should include all potentially hazardous piping in their long-range program.

Sumary: The NUMARC program is generally acceptable to the staff; however, the staff concerns relating to utility participation, inclusion of all potentially hazardous piping and lower energy piping will need further staff

, follow up. As stated in SECY 87-90, we are proposing to I

. us of their program for addressing this issue. We have written to NUMARC_ summarizing our above concerns and requesting they-modify their program plan to adequately address them. We will continue to keep the Commission informed of our efforts in this area.
