On August 4,
1986 the NRC amended its regulations by publishing two new physical protection rules in the Federal Register each with an effective date of September 3, 1986.
" Miscellaneous Amendments Concerning Physical Protection of Nuclear Power Plants" and " Searches of Individuals at Powe r Reactor Facilitie s",
as the rule s a re respectively entitled, were promulgated to provide a mo re sa fet.y-con sciou s sa fegua rd s system while both maintaining current levels of protection and clarifying recuirement s fo r sea rche s of individuals at licen sed comme rcial nuclear power facilities.
These new rule s require cach NRC licensee to submit by Decembe r 2,
1986 revisions to its physical security plan, including a schedule for implementation and completion of plan revi sion s nece ssa ry for compliance with the new rule s.
In re spon se to the se newly amended physical protection regulation s, enclosed for NRC approval is Attachment A containing Revision 9 changes to the Phy sical Security Plan for Indian Point Units I and 2,
and Attachment B containing our schedule for implementation and completion of plan revi sion s which will satisfy the requirement s of the amended physical protection regulations.

9 (Attachment A) a re revisions to Rev.
8 and indicate specific additions, deletions and existing commitments to the new physical secu rity rule s.

Va rga December 8, 1986 dnd the implementation schedule are not being submitted under provisions of 10CFR50.54(p), our evaluation indicates that the changes contained in Revision 9 do not decrea se the safeguards effectiveness of the Physical Security Plan for Indian Point Units 1 and 2.
In accordance with Sections 2.790(d) and 73 21 of the NRC Rules, Title 10 Code of Fede ral Regulations, co rre spondence and reports to and from the NRC which identify a licen see ' s control and accounting procedures for sa fegua rding licen sed special nuclea r mate rials or detailed secu rity mea sure s for the physical protection of a licen sed facility a re exempt from di sclo su re.
