Advisory Opinion on Combustion Enoineering 2825 MW(t)

NuclearSteamSupplySystem(NSSSJ A meeting was held on October 24, 1986 in Bethesda with representatives of~

Combustion Engineering, Inc. (CE). The purpose of the meeting was to discuss I

a version of the CE System 80 Nuclear Steam Supply System (NSSS) which has a rating of 2825 MW(t). CE asked that if they provided the staff with information about the 2825 MW(t) NSSS, the staff would render an advisory opinion. Specifi-I cally, CE wanted the staff to consider whether there is reasonable assurance that the design of the 2825 MW(t) NSSS, if properly implemented, could satisfy the same regulatory standards as those applied to the CESSAR Final Design Approval (FDA-2).

During the meeting, CE described the proposed design through comparison to the 3817 MW(t) System 80 design contained in the CE Final Safety Analysis Report (FSAR) for CESSAR-F. The CESSAR FSAR was the basis for the issuance of FDA-2.

The discussions dealt with the description of the 2825 MW(t) NSSS and the detail which would be provided to the staff for review. The staff noted that an advisory opinion could be rendered following an abbreviated review of critical areas. However, if CE should decide to request a license or FDA, a detailed licensing review would be required.

A list of attendees at the meeting is included in Enclosure 1.

Details of the information discussed at the meeting are considered proprietary.

The project manager has retained a copy of the propriety viewgraphs.

CE subsequently made proprietary and non-proprietary submittals by let'ers dated October 27, 1986 and November 10, 1986 respectively.

The results of the staff review and advisory opinion were sent to CE by letter dated November 20, 1986.
