Subject:
Physical Security Plan Revision 11 Reference 2 provided notice of several rule changes affecting the Physical Security Plan (PSP) requirements for nuclear power plants and required licensees to submit revisions to their PSP to reflect these changes.
This letter transmits the necessary revisions to the Fermi 2 PSP.
Also, a tabulation of the rule changes and their implementation in the PSP is provided, along with the schedule for implementing these changes.
As described in the referenced notices, the rule changes are intended to support the Commission goal of increased assurance that power reactors are adequately protected against acts of sabotage and to provide a more safety-conscious safeguards system while maintaining current levels of safeguards protection.
Therefore, these changes are submitted under 10CFR50.54(p) as they will not decrease the safeguards effectiveness of Detroit Edison's security program.
