Subject:
Update of Post-Restart CognitgeAtg Reference 2 discussed actions taken or planned to resolve 6 areas of concern discussed by Detroit Edison and the NRC.
This letter provides an update regarding the status of the planned actions described in Reference 2.
1.
Security As indicated in Reference 2, Detroit Edison had selected a candidate for a new security director.
In addition, our security consultant (ERIN) would remain involved to provide further assurance of continued security improvement during the interim period until the new director was established in his position.
In August of 1986, Mr. Robert Kelm was appointed Director, Nuclear Security.
He has met with members of your staff on several occasions and his background in nuclear security has been discussed with them.
Effective October 1, the activity of ERIN at the Fermi 2 site was essentially completed.

ERIN may be retained beyond that date, as necessary on a contingency basis.

Maintenance Reference 2 stated that Detroit Edison would retain an experienced maintenance advisor to provide additional expertise throughout the power ascension program.
Mr. J. Nickle has been assigned in an advisory role to the Maintenance Engineer since September of 1986.
His 25 years of experience in management and engineering and nuclear power plant maintenance, operation and training bring valuable insight to the Fermi 2 maintenance organization.
Since October 28, Mr. C. Phillips has been providing advisory support in the Maintenance-IEC area.
His experience, most recently as IEC superintendent at a PWR power plant, includes nearly 20 years of electronic and IEC experience in commercial nuclear power and in the military.
As of November 18, Mr. L. Lawrence has also been providing additional support to maintenance in an advisory capacity.
He brings over 38 years of fossil and nuclear power plant experience to the Fermi 2 maintenance organization, including several years as head of the maintenance department at a BWR power plant. His experience at several facilities in numerous maintenance and operations roles, which included an SRO License, will be a valuable asset during power ascension testing.

Engineering Mr. Levy continues in his overview role of Fermi 2 engineering as discussed in Reference 2.
Meanwhile, Mr. W. S. Orser has accepted our offer for the position of Vice President of Engineering and Services, and he was elected to this position by our Board of Directors on November 24, 1986.
His experience at the Senior Management level at a commercial nuclear power plant includes both operations and engineering.

Advisor to the Plant Manager Reference 2 indicated that the Advisor to the Plant Manager has been an integral part of the operations organization and that a charter was developed to enhance his role.
This charter has been implemented and reports discussing his recommendations and the responsiveness of the plant to those recommendations are being provided to me and other members of my staff.
These reports indicate that the plant generally continues to be responsive to his recommendations.
5.
Operations As discussed in Reference 2, an individual with an SRO license and extensive experience in nuclear plant startup and operation had been hired in an advisory role.
This individual, W. Tucker, assumed the position of Acting Superintendent of Operations, effective October 20, 1986.
6.
Licensing Our continuing efforts to improve the licensing interface have resulted in several informational meetings at both NRC and Detroit Edison offices.
These meetings are opening the channels of communication, and they have enabled us to work effectively with a new Licensing Project Manager since his assignment to Fermi.
The steps we have taken are contributing to a more effective operation.
Our continued efforts to provide greater depth of experience throughout the Nuclear Operations organization are expected to result in further improvements in our operating performance.
