Byron Station Units 1 and 2 As-Built Drawings NRC Docket Nos. 50-454 and 50-455

Dear Mr. Keppler:

This letter provides information to address a NRC concern regarding the as-built drawing process for Byron Station.

In reviewing our as-built drawings as part of the final document check, we discovered certain angular dimensions were not annotated as being as-built. This is not in strict accordance with Sargent & Lundy specification F/L-2739. The angles in question are orientation angles which show a relation between horizontal segments.

Most of the angles are part of spool pieces which are shop fabricated and were verified prior to shipment by the fabricator. When the spools were fabricated, detailed quality control inspections were performed. A feature of the spool piece inspection by the piping fabricator is a configuration check as part of the fit-up inspection.

Most of the remaining angles which are not associated with shop fabricated spools have been verified to not affect the design analysis. These angles are formed when two spools ace joined by a weld on a vertical riser.

This population is small. Our review showed there are a total of 41 of these orientation angles in the Unit 2 containment and approximately the same number in the Unit 1 containment. We have remeasured these angles in the Unit 2 containment large bore piping and there are no angular discrepancies which affect the design analysis.

For Unit 1, all accessible areas in the contair.2nent and auxiliary building were remeasured.

In the containment, 16 angles were accessible and in the auxiliary building 46 were accessible. None of the angles measured affected the design analysis. The piping installation had also used fit-up configuration inspections.

. Where significant deviations exist on the affected drawings, the drawings will be appropriately revised. The drawings will be revised by January 9, 1987.

In order to prevent recurrence of this situation, Nuclear Power Services has clarified their as-built piping subsystem package procedure (3.0.9) and the related exhibits. This revision is attached. At Braidwood Station, these angles are annotated as as-built, and therefore, this letter applies only to Byron Station.
