At your request, I have reviewed the geotechnical engineering aspects of the Completion Report for the Shiprock, New Mexico UMTRAP site. I am enclosing-documentation which verifies that all geotechnical engineering aspects of the remedial action construction were performed in accordance with the NRC approved Remedial Action Plan (RAP) and the Remedial Action Inspection Plan (RAIP). The geotechnical engineering aspects of the Shiprock Certification Report.

were reviewed and it was determined that.the remedial actions.at Shiprock, New-Mexico proceeded in accordance with the applicable construction specifications.

The work was sufficient to ensure that the EPA standards and other site-specific requirement have been met. Areas of review included constructiod operations, laboratory and field testing, and. DOE Quality Assurance Audits.

The review was based on DOE's documentation of the completed remedial action construction.  ;

The following information allows the staff to conclude that the construction was performed in accordance with the specifications identified in y

the_NRC concurred Remedial Action Plan (RAP) and Remedial Action Inspection Plan (RAIP).

1. Appropriate tests (gradation and atterberg limits) and inspections were ,.

performed to assure that the proper material type was being placed for  ;

each phase of construction. Placement and compaction of construction , l=

materials were routinely inspected to assure that the moisture and density

. . requirements were met and that soil moisture was uniform throughout the-i compacted lift. The loose thickness of the lifts of material was verified periodically to ensure compliance to the specification requirements for the particular type of material. .

2. Laboratory and field testing was conducted in accordance with acceptable test procedures and by trained and qualified personnel Records of acceptable calibration of measuring and testing equipment are included in the Completion Report.
3. The Completion Report shows that frequencies of materials testing and inspection comply with the frequencies specified in the RAIP and in the j

L Staff Technical Position on Testing and Inspection Plans.

4. Continuous inspections verified that the volume of organics included in i, the construction materials was limited to the. amount specified in the RAP.
