Signs on Missouri River - Fort Calhoun s

We are in receipt of an OPPD update to Nebraska forwarded to us on November lb, 1986.

While OPPD expressed doubt concerning their ability to meet the December 31, 1986 deadline for erecting signs on the Missouri River, we wish to go on record expressing our expectations that the deadline (imposed on August

21. 1986) is reasonable and should be met.

Failure on OPP 3's part to meet the December 31, 1986 date, without sufficient justification, vill result in this Region's action to bring to a halt the Iowa portion of the 350 approval for the Fort Calhoun site.

Since this matter relates to an action by a licensee, I am writing to enlist your assistance in the resolution.

Attached for your information is a copy of the original meno of August 21, 1986.

OPPD Inquiry About Fort Calhoun Alert and Notification Design Report As you may recall, in n:y memo of April 3, 1986, regarding the above referenced topic, three areas of concern vere cited.

OPPD's response of May 30, 1986 fully satisfied item number 2 - Notification of Transients at Recreational '

Itsm 1 and 3,

ambient noise survey and signs on the Missouri River respectively, are still in the process cf resolution.

As to number 1:

OPPD's desire to demonstrate actual sound pressure levels greater than 60 dBc is acceptable.

It is a:y understanding that they are conferring directly with FEMA's consultant, ITAL, regarding the precise number and location of sites to be tested.

As to item number 3:

The memo from OPPD dated July 11, 1986 presents the text, size and number of signs to be erected on the Missouri River acceptably.

However, the timefra=e for completion of the erection of the signs is not acceptable.

CPFD r,cpenes to complete the project by August 1, 1987.

This is entirely too lengthy a period to leave public notification unaccounted for.

An acceptable date for completion of the signs is December 31, 1986.

Beyond that date ve vould determine a deficiency to exist in the notification system.

When this is complete and the siren tests discussed above, are successo.tlly performed, all outstanding items in the Design Report will have been addressed.
