RADIATION SAFETY 10CFR.PART 71 PACKAGING AND TRANSPORT OF RADIATION SOURCES SECTION 2: QUALITY ASSURANCE PROGRAM REVISION 0, 11-7-86 2.1 SCOPE 2.2 The purpose of this Quality Assurance Manual is to describe those procedures and methods utilized by POWER PIPING COMPANY to satisfy the applicable elements of Subpart H "QA Requirements" of 10 CFR PART 71 for activities involved with packaging and transport of radiography source devices.
2.3 The format of this Mawial is based on the Guidelines of Annex 3 of Regulatory Guide 7.10.
2.4 It is the responsibility of all personnel who perform activities involved with packaging and transport of radiation sources to become familiar with the contents of this Manual.

The Radiation Safety Officer is hereby given the authority and responsibilty for the implementation of this Program.
All personnel of POWER PIPING COMPANY are hereby directed to comply with the requirements of this Program.

11-7-86 4.1 SCOPE 4.1.1 This Section of the QA Manual shall describe the organizational elements functioning within the scope of this program. Including functional responsibilities.
4.2 QUALITY ASSURANCE MANAGER 4.2.1 The Quality Assurance Manager has the responsibility for establishing and administering this QA Program.
He also has the responsibility for periodically assessing the scope. status and effectiveness of the Program.
4.3 RADIATION SAFETY OFFICER

document control, and auditing.

g RADIATION SAFETY 10CFR PART 71 PACKAGING AND TRANSPORT OF RADIATION SOURCES SECTION 5: DOCUMENT CONTROL REVISION 0. 11-7-86 5.1 SCOPE 5.1.1 This Section shall describe the controls which have been established to assure that all documents, including revisions, are adequately reviewed and approved prior to their use: are available at the loca-tion were the activity is performed; and to preclude the use of obsolete or superseded documents.
5.2 QUALITY ASSURANCE MANUAL 5.2.1 The Quality Assurance Manager shall maintain distribution and revision control of this Manual. He shall maintain a list of Manual holders and document distribution by means of signed Document Transmittals.
o 5.2.2 The QA Manager shall signify his approval of this Manual. Including

11-7-86 6.1 SCOPE 6.1.1 This Section shall describe the measures established to assure that the procurment of packages conforms to the requirements for certification. inspection. and tests.
6.2 PROCUREMENT DOCUMENTS 6.2.1 Purchase Orders for radioactive materials and packages shall require the vendor to furnish certification to the effect that the packaging conforms to the requirements of 10 CFR Part 71.
The vendor shall be required to furnish the packaging under an NCR approved QA Program.
6.2.2 Such Purchase Orders shall be approved by the Radiation Safety

Officer or QA Manager prior to issuance.

RADIATION SAFETY 10CFR PART 71 PACKAGING AND TRANSPORT OF RADIATION SOURCES SECTION 7: HANDLING. STORAGE & SHIPPING REVISION 0, 11-7 8G 7.1 SCOPE 7.1.1 This Section shall describe the measures established to asssure that the radiation safety of the package is controlled during loading &
unloading, during storage and during shipment.
7.2 LOADING AND UNLOADING 7.2.1 Procedures shall be established for receiving and opening packages containing radiation sources. Only qualified personnnel may survey or open such packages.
7.2.2 Records of receleving inspection shall be maintained.
7.2.3 Procedures shall be established for changing sources and for preparing sources for shipment. The procedures for preparation for shipment

11-7-86 9.1 SCOPE 9.1.1 This Section shall describe the measures established to assure that personnel engaged in radiation safety activities are knowledgeable before thay engage in such activities.
9.2 RESPONSIBILITY 9.2.1 The Radiation Safety Officer shall be responsible for the training and examination of radiographic personnel.
9.3 TRMNING PROGRAM 9.3.1 All personnel engaged in radiographic activities shall be

10.2 RECORDS 10.2.1 The Radiation Safety Officer shall have the responsibility for maintaining records. A list of records to be controlled shall also be maintained. These records shall include the following as a minimum.

11.2 AUDITS 11.2.1 The Quality Assurance Manager shall be responsible for the performance of an annual audit.
Individuals selected to perform the audit shall not be directly responsible for the activities being audited.
11.2.2 All elements of the Program shall be audited using checklists, and the objective evidence presented during the audit shall be documented.
11.2.3 Audit reports shall be evaluated and deficient areas shall be p,.
