SUBJECT:

COMPILATION OF COMMUNICATION WIT ROM JANUARY 1, 1986 We have compiled the enclosed material for your use in response to Question No.15 of Congressman Markey's list of questions, which is a follow up on the Subcomittee on Energy and Power's April 21, 1987, hearing on H. R. 1315. The enclosure consists of a chronology of all comunications (as defined in Question No.15) between the NRC staff and LILC0 from January 1,1986 to June 1,1987, and a copy of available documents and records related to items described in the chronology.

As stated in Question No.15, the chronology) includes communications pertaining to:

"(a) operating the (Shoreham reactor at a power level greater than 5% of its rated capacity, (b) the full-power licensing of the Shoreham plant, and (c) off-site emergency planning issues pertaining to the Shoreham plant." Question No. 15 also states that, "All documents distributed to parties on the service list may be excluded." Per our discussion and your instre tion, those comunications are not included in our enclosure.

In the compilation of the enclosure, we (PDI-2) have undertaken a " thorough and exhaustive search". We have also used our judgement and contacted the other NRR offices and staff members who may reasonably be expected to have had comunications with LILCO. A copy of the questions was distributed to Region I, NRR/ DEST, NRR/DRPEP and Robert Bernero who is now with NMSS. Their responses have been incorporated in the enclosure.

We wish to point out that we have not made a detailed examination into the nature of the comunications. Consequently, some of the items included in the chronology may be interpreted to be beyond the scope of the three categories specified in the Question; and we may have included items that had been issued with a service list. Conversely, although we have adopted a conservative approach, there may still be questions as to completeness of our search because of differences in the interpretation of the scope.
