OWNERS GROUPS TASK FORCE TO DISCUSS THE CHECK VALVE PROGRAM On November 10, 1986, the NRC staff met in Bethesda, Maryland with representatives from the Check Valve Owners Groups Task Force (0GTF) and INP0 to discuss the status of the check valve program and the OGTF response to the staffs comments as contained in Mr. Vollmer's letter of June 13, 1986. ENCLOSURE ONE MEETING

SUMMARY

Mr. Taylor, Director of the Office of Inspection and Enforcement, emphasized to the Owners Group Task Force (0GTF) that he was encouraged by the progress being made in that the Significant Operating Experience Report (SOER) has been issued to the utilities, the INP0 workshop on check valves had been conducted, and that the design / application guide is moving ahead.

The following subjects were discussed concerning the recently issued SOER:

1.

Comment: The program as defined in the SOER could overlook check valves and low probability of failure (ystems but have high risk consequencese.g., e that are outside of the listed s are not included).

Response: The OGTF agreed to re-examine this issue.

In addition, the design / application guide will include the ECC systems.

2.

Comment: Testing methods provided in the SOER are of a general nature.

Specific guidance on how and when to conduct tests would be beneficial.

Response: Because there are a great number of different installations using check valves, INP0 felt it appropriate to leave the specific test methods and frequency to the individual utility. However, the design /

application guide will include information on detection of impending malfunction or degradation and the use of periodic maintenance to avert malfunctions. During INP0 evaluations of utilities the testing methods and schedules will be reviewed.

Comment: How will the implementation of the SOER by the utilities be assured?

Response: Beginning in April,1987, INP0 utility evaluations will include the implementation of this SOER. The initial evaluations will check to see that a program is in place to identify the check valves to be included in the program. The next evaluation will check to see that the utility's program is being implemented as detailed in their plan.

The status of the design / application guide was discussed by the OGTF chairman.

The Request for Proposal (RFP) has been issued to obtain the services of a contractor to prepare the design / application guide. The Electric Pcwer Research Institute (EPRI) will serve as the contract manager.

It is expected that the contractor will be selected by the first of January,1987. The expected completion date for the design / application guide is June,1987.

. There is information available that has been developed by the check valve manufacturers, but most of it is proprietary.

In preparing the design /

application guide the contractor will contact the check valve manufacturers to explore the possibility of using this information. The NRC staff suggested that foreign vendors be contacted for similar information.

In addition, utilities will be contacted to provide input. The OGTF will continue to function until the design / application guide is issued and the utilities have a firm understanding of how to use it. Once issued, the design / application guide will be sent to all utilities by the OGTF.

The question of how to handle current issues concerning check valves, such as the recent check valve failures at Zion and Diablo Canyon was discussed.

The question was, for those check valve failures that had generic implications for the industry, who would be taking the lead (INPO or NRC) in providing the information to the industry. The agreement was that it would be on a case-by-case basis.

If current failures were determined to contain information not previously addressed in generic communications it should be provided to the industry through an Information Notice or on INP0's See-In Network. However, if the failures only contain "more of the same" information, it is not necessary to send this out through generic communications. Mr. James Stone, NRC would discuss with Mr. James Forsyth, INPO, the current issue and try to come to an agreement on the action to be taken.

It was also agreed that NRC would keep INP0 and the OGTF informed of the results of current ongoing studies within the NRC. Because it could involve check valves, it was mentioned that a letter was being prepared to request from utilities, information on how valves that isolate high pressure systems from low pressure systems are being tested.
