I am writing in response to your letter dated March 15, 1987, to the Director of the Office of Nuclear Material Safety and Safeguards. You requested the full and precise meaning of the term ("the facility") as used in the context of the Provisional Operating License No. CSF-1. Your letter 10, 1965, Federal Register Notice specifically) referred to the September (30 FR 11649 and the September 30, 1981, Change No. 31 to License No. CSF-1.

The " facility," according to License No. CSF-1, dated April 19, 1966, is " described in Part B of the revised license application, as amended, filed by Nuclear Fuel Services, Inc., (NFS) and incorporated by reference in the revised license application, as amended, of the New York State Atomic and Space Development Authority (ASDA)." So far as I am aware, this definition is applicable with respect to all dates at issue.

The referenced documents are available for inspection in the Commission's Public Document Room in Washington, DC., and the local public document room in the Buffalo and Erie County Public Library located at Lafayette Square, Buffalo, New York.
