Dear Mr. Denton:

Attachment 1 to this letter contains a proposed amendment to Facility Operati.g License Nos. DpR-39 and DpR-48, Appendix A, Section 3.15 and 4.15, Auxiliary Electrical power Systems. This change will allow one battery charger ashigned to a 125.V.D.C. bus of a unit in either cold shutdown or refueling to be used to fulfill the battery charger operability requirement of a D.C. bus of an operating unit. This will be accomplished by utilizing the crosstie breakers.

The need for this proposed change has developed from the planned replacement of the Zion Station batteries. Those batteries are being replaced as part of a program to upgrade and expand the capacity of Zion Station's safety-related batteries. The two batteries dedicated to Unit 1 (111 and 112) and the common battery (011) are scheduled to be replaced during the current Unit I refueling outage. A schematic of Zion's D.C.

power system is included in Attachment 2.

This change is not altering the intent of the current Technical Specifications. Section 3.15.2.e already allows the use of a D.C. bus from a unit in.either cold shutdown or refueling to fulfill the operability requirements of the opposite unit. This concept was formally approved by the NRC in the referenced letter. Unfortunately,- this logic was never transferred to Section 3.15.2.f. Thus, this proposed amendment is actually a clarification of the existing Technical Specifications. Attachment 2 describes in detail the justification for this change and explains the

. apparent discrepancy between paragraphs e and f.

As discussed above, Zion Unit 1 is currently in a refueling outage and the program for battery replacement is in progress. Attachment 2 demonstrates that the replacement of batteries 111 and 112 can proceed without the NRC's approval of this proposed change. However, NRC approval of this change is required to replace Battery 011 without forcing the shutdown of Unit 2. This replacement is currently scheduled to begin in late November. September 19, 1986 Mr. H. R. Denton Attachment 2 clearly demonstrates this proposed amendment is actually a clarification of a Technical Specification change previously approved by the referenced letter. However, Commonwealth Edison Company also recognizes the relatively short time available for the completion of this review. Thus, Commonwealth Edison is prepared to accept this proposed change on an interim basis while the NRC Staff completes the permanent review. If this option proves to be expedient, then an expiration date of January 31, 1987 is suggested.

Attachment 3 provides a demonstration that this issue involves a no significant hazards consideration. This proposed amendment has received on-site and off-site review and approval.

A $150.00 fee remittance is enclosed in accordance with 10 CFR 170.

As provided by 10 CPR 50.91, the State of Illinois is being notified of this amendment request by transmittal of a copy of this letter and its attachments.
