Dear Dr. Grace:

By Mr. J.M. Taylor's (NRC/0IE) letter dated November 15, 1985 the NRC issued Bulletin 85-03 concerning motor-operated valve (MOV) common mode failures during plant transients due to improper switch settings. The purpose of this bulletin was to request licensees to develop and implement a program to ensure that switch settings on certain safety-related motor-operated valves are selected, set and maintained correctly to accommodate the maximum differential pressures expected on these valves during both normal and abnormal events within the design basis.

Toward this end, on May 16, 1986 Duke submitted a report (as directed by the bulletin) outlining our plan to accomplish the requested program for the McGuire, Catawba, and Oconee Nuclear Stations by November 15, 1987.

Although Duke Power Company has, in the past, generally met vendor, industry and code requirements, an investigation begun late in 1985 of Duke's motor operated valves (prompted.by Bulletin 85-03 which limited the scope of investigation only to the safety injection and the emergency feedwater systems) has shown that cdditional measures are necessary to ensure MOV operability. The results of the Bulletin 85-03 investigation have been conveyed to the NRC at the followup meeting to the NRC's Safety System Functional Inspection at Oconee (reference my October 1,1986 letter to Mr. J.M. Taylor), at the McGuire Enforcement Conference held in Atlanta on October 10, 1986 relative to NRC/0IE Inspection Report Nos.

50-369/86-21 and 50-370/86-21, and in various discussions related to generic problems applicable to McGuire, Oconee, and Catawba Stations as detailed in NRC/0IE Information Notice 86-93.

Accordingly, Duke Power Company committed to cxpand the scope of our original MOV improvement program (as described in the May 16, 1986 response) from just the bulletin MOV's to all nuclear safety-related MOV's that are required to be tested for operational readiness for all three ctations.

November 20, 1986 Page 2 The expanded program scope to include verification of operability on all safety-related MOV's will require a revision to the implementation plan for each unit. Duke is committed to performing sufficient design reviews, field testing, and station modifications (if required) to ensure that all safety-related MOV's will perform their intended function. Duke is currently in the process of assessing the actions, maintenance priorities and resources required to meet this committent, and will submit a schedule for completion of the operability verification on each unit by February 2,1987. Should there be any questions concerning this matter, please advise.
