PHILADELPHIA ELECTRIC COMPANY EMERGENCY RESPONSE OBJECTIVES FOR THE 1987 NRC OBSERVED EMERGENCY RESPONSE EXERCISE In order to demonstrate the radiological emergency response preparedness of the Peach Bottom Atomic Power Station, the Philadelphia Electric Company (PECo) will conduct a limited scale radiological emergency response exercise.

The PECo objectives for the exercise are as follows:

A.

. Operational Assessment 1.

Demonstrate the control' room staff's ability to recognize operational symptoms and parameters indicative of changing plant conditions.

2.

Demonstrate the ability to properly classify emergency conditions.

3.

Demonstrate the ability to properly escalate and de-escalate the emergency response based upon event classification.

4.

Demonstrate the adequacy of the PBAPS Emergency Plan Procedures applicable to the scenario.

Communications 1.

Demonstrate that appropriate and reliable communications exist to accomplish timely notification of offsite agencies and to maintain communications.

2.

Demonstrate that organizations outside PECo that provide assistance can be notified as appropriate.

3.

Demonstrate procedures for timely mobilization of emergency response personnel.

4.

Demonstrate the ability to adequately alert station personnel of an emergency through the use of alarms and the public address system.

(Evacuation alarm may be demons $ rated out of sequence.)

5.

Demonstrate the ability to effectively communicate with emergency teams in plant and out-of-plant.

6.

Demonstrate that messages are transmitted in an accurate and timely manner among emt.rgency response facilities; that messages are properly logged; that status boards are accurately maintained and updated.

7.

Demonstrate that appropriate briefings are held and incoming personnel are briefed and updated.

C.

, Radiological and Environmental Assessment 1.

Demonstrate the ability to. properly assess radiological and meteorological data and formulate accurate, timely, offsite radiological dose projections.

Demonstrate the use of post-accident sampling equipment to obtain,-

transport, and analyze samples of reactor coolant or containment air samples under conditions involving simulated fuel. damage.

Demonstrate the proper use of simulated post-accident' sample l

results to support the dose projection process.

Demonstrate the ability to evaluate field radiological monitoring data, offsite radiological dose projections and plant conditions, to arrive at appropriate protective action recommendations.

Demonstrate the activation, operation, and reporting of the field monitoring teams within and beyond the site boundary.

Demonstrate the capability to perform radiological monitoring activities and assessments including responses to an analysis of 2

simulated airborne or liquid samples and direct radiation measurements in the environment.

Demonstrate the ability to support the radiological as.cessment process while maintaining personnel radiation exposure ALARA.

Emergency Response Facilities 1.

Demonstrate that sufficient and adequate emergency equipment exists to effectively perform necessary emergency actions.

Demonstrate that adequate security of facilities can be maintained.

Demonstrate the ability of station and corporate personnel to activate and staff the. emergency response _ facilities as 4

appropriate for the existing emergency -class and to transfer functional responsibtlities to the appropriate emergency response facility when escalating or de-escalating to a different emergency class.

Demonstrate proper recordkeeping and data display in emergency response fa 'lities.

Public Information 1.

Demonstrate proper and timely activation of the Emergency News Center.

2.

Demonstrate the ability to develop and disseminate timely and accurate news releases.

Demonstrate that briefings concerning plant events are provided to the media during the emergency.

PECo Organization 1.

Demonstrate that sufficient PECo emergency personnel are available to support the emergency on a round-the-clock coverage schedule.

(May be done using call-out procedures and, roster development.)

Exhibit timely and proper response of emergency personnel to activate emergency response facilities and carry out assigned roles and responsibilities, including transfer of t.

responsibilities.

3.

Display proper transfer of responsibility between "on shift" and incoming emergency personnel.

4.

Demonstrate effective utilization of technical staff to solve station abnormalities.

G.

Personnel Protection 1.

Demonstrate that the accountability process, including search and rescue, within the protected area can be accomplished in a proper and timely manner, 2.

Demonstrate the ability to provide safe and timely onsite access to local offsite emergency services.

3.

Demonstrate the ability to conduct area surveys under energency conditions.

4.

Demonstrate the ability to provide adequate radiation protection services such as dosimetry and personnel monitoring.

5.

Demonstrate the ability to provide first aid and transportation to a suitably prepared medical facility for an injured individual who has been contaminated or has received a high radiation dose including radiological controls in support of"these activities.

6.

Demonstrate proper radiation exposure recordkeeping for emergency personnel.

Demonstrate the ability to properly and safely respond to a fire.

H.

General 1.

Demonstrate the ability to self-critique and to identify areas needing improvement.

2.

Demonstrate that previously identified deficiencies have been resolved.
