TROJAN NUCLEAR PLANT 10 CFR Parts 50 and 73 Rule Changes i

Final rulemaking addressing miscellaneous amendments concerning physical protection of nuclear power plants and searches of individuals at power reactor facilities was published in the Federal Register on August 4, 1986.

Portland Conoral Electric Company has reviewed this rulemaking and has determined that the Security Program at the Trojan Nuclear Plant is already in compliance with the following minor exceptions:

1.

73.55(a) - The Plan is being amended to reflect that suspension of safeguards measures in an emergency must be approved as a minimum by a licensed senior operator and reported in accordance with 10 CFR 50.72 or 73.71.

2.

73.55(d)(7)(1)(c) - The Plan is being amended to add the requirement that card keys and manual security keys must be retrieved prior to or simultaneously with notifying an individual of an involuntary termina-tion for cause.

3.

73.55(d)(7)(ii)(B) - The scope of the annual security program audit is being expanded to include this provision to review physical security plans and contingency plans and procedures for potential impact on Plant and personnel safety.

4.

73.55(d)(1) - The Plan is being changed to require pat-down searches of all personnel anytimo firearms or explosives detection equipment is out-of-service or not operating satisfactorily and anytime there is cause to suspect a person is attempting to introduce firearms, explosives, or incendiary devices into the protected area.

An amendment to the Trojan Security Plan has been deafted incorporating the necessary minor modification to achieve full compliance and is undergoing final PCE approval. The approval of the Plan changes has been delayed duo go )

The proposed Security Plan changes will be submitted for your review by December 19, 1986. These changes may be implemented immediately upon Commission approval.
