1. Summary-During the performance of Preoperational Test P0-2.11A.03, "SI Full Flow Test," it was noted that at runout condition the High Head Safety Injec-tion (HHSI)/ Charging Pump 2CHS*P21C was operating below the defined mini-mum operating curve.
2. Immediate Action Taken The test was run a second time to confirm the data taken; similar results were received. Westinghouse reviewed the data and a third test was run to take a full spectrum of data points to aid further evaluation. The results obtained were again below the minimum operating curve at runout conditions.

Mr. L. M. Rabenau, Lead Compliance Engineer, Beaver Valley Power Station Unit -No. 2, contacted Mr. Lowell Tripp, EC Region I, of this concern on March'23, 1987. An interim ' aport, 2NRC-7-090, dated April 22, 1987 was transmitted to NRC Region I.

3. Description of Deficiency The data points obtained during the third run of the test were plotted on the minimum operating curve. At the runout point, the HHSI/ Charging Pump 2CHS*P21C total -developed head (TDH) falls below the minimum operating point.
4. Analysis of Safety Implication The inability of HHSI/ Charging Pump 2CHS*P21C to meet the minimum operat-ing criteria invalidates the FSAR Loss of Coolant Accident Analysis and .

disqualifies it from being considered operable for the Technical Specifi-cations Limiting Conditions for Operations.

5. Corrective Action to Resolve the Deficiency The 2CHS*P21C pump rotating assembly has been replaced with the spare rotating assembly and has been tested satisfactorily. The original rotat-ing assembly was shipped to Pacific Pump for further factory testing.

Based on the factory retest results and inspection of the HHSI/ Charging pump rotating assembly, it appears that the decrease in 2CHS*P21C output can be attributed to two things. The first is due to wear ring clearances. Five clearances measurements were noted to be greater than the acceptable range.

The second is the difference in measurement instrumentation and location.

The field test data was obtained using a differential pressure (DP) cell and a test pressure gauge at a flow transmitter penetration. The test results indicated an approximate 30% decrease in output from the initial f actory test. When the pump internals were retested at the factory, the results obtained indicated a decrease of only approximately 5.6% from the initial factory test.

6. Additi_onal Report No Additional Reports are expected.
