Dear Mr. Martin:
TROJAN NUCLEAR PLANT Reportability of Lost or Unattended Card Keys Based on our understanding of telephone discussions with your staff on August 14, 1986 concerning the reportability of lost or unattended card keys under the provisions of 10 CFR 73.71(c), the following reporting policy will be implemented at the Trojan Nuclear Plant:
A lost or unattended card key that would grant vital area access will be considered a moderate loss of safeguards effectiveness, and if compensated will only be logged, provided the following criteria are met.
1.
The card is lost or left unattended in the Protected Area.
2.
The loss is determined not to be willful or malicious in intent.
3.
The security organization takes appropriate compensatory measures i
upon notification of the lost or abandoned card.

The card is not used by anyone other than the person to whom it is issued.
