NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-254 Docket No. 50-265 As a result of the inspection conducted on October 27-30, 1986, and in accordance with " General Policy and Procedures for NRC Enforcement Actions,"
10 CFR Part 2, Appendix C, (1985), the following violation was identified:
l Unit 1 and Unit 2 Technical Specification 6.2.A.1 states that detailed written 1
l procedures covering items for normal startup, operation, and shutdown of the reactor, and other systems and components involving nuclear safety of the facility shall be prepared, approved and adhered to.
This requirement for the determination of boron concentration in the standby liquid control system in Unit 1 and Unit 2 Technical Specification 4.4.C.1 is implemented in Procedure QCP 600-9, " Determination of Sodium Pentaborate,"
(Revision 5, May 28, 1986).
This procedure, in Step Sa, requires the use of a 0.1000 N hydrochloric acid standard for standardizing the sodium hydroxide solution used in the analysis.
Contrary to the above, during the period of May to October 1986, the licensee failed to use a hydrochloric acid solution certified as a standard material to standardize the sodium hydroxide solution.
This is a Severity Level IV violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:
(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Consideration may be given to extending your response time for good cause shown.
