Dear Mr. Miraglia:

The meteorological system upgrade committed to in the J.E. Hard letter to you dated April 1, 1987, is expected to be complete and the system operational by February 1989. Engineering on meteorological system improvements will begin in February 1988. During the beginning phase of engineering, a more detailed schedule will be developed. These dates are based on restart of the Rancho Seco Nuclear Plant during the third quarter of 1987. Should restart be delayed, this schedule may be similarly impacted.
