Sumary of Meeting, dated April 9,1987.
The purpose of this letter is to inform you cf our decision regarding the need to impose Backfit Item 1 - Technical Specification for Cooldown of the Reactor in Advance of Severe Weather Conditions, proposed in Reference 1.
We have reviewed and evaluated your arguments against the rationale for imposing the backfit as discussed in Reference 2, together with your policy and plans for shutting down Unit 3 in advance of severe weather conditions at the site. Additionally, we met with you on March 27, 1987 to discuss your existing procedures and planned modifications for shutdown with the objective of better understanding how you meet the intent of our concern with cooling down when the approach of a hurricane or another event with the potential for disrupting offsite power is anticipated.
As a result of our review, we have determined that this action does not need 3
to be taken. Our determination is based on our conclusion that utilization of the Millstone 3 Emergency Plan, combined with implementation of AOP 3569 with modifications as discussed in our meeting on March 27, 1987 and listed in 8706110004 870603 PDR ADOCK 05000423 P
