Portland General Electric Company (Trojan Nuclear Power Plant)

Docket No. 50-344 Sub,iect:

PROPOSED IMPOSITION OF CIVIL PENALTY -'$50,000 This is to inform the Consnission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Fifty Thousand Dollars ($50,000) will be issued on or about June 4,1987 to Portland General Electric Company.

This action is based on violations involving failure to establish and implement radiation protection procedures, train workers, perform radiation surveys and maintain records of radiation survey results. Collectively, the violations demonstrate a programmatic breakdown in the licensee's radiation safety program that resulted in several workers receiving significant, unnecessary, radiation exposures.

It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the,

Deputy Executive Director for Regional Operations to sign this action. The schedule of issuance and notification is:

Mailing of Notice June 4, 1987 Telephone Notification of Licensee June 4, 1987 A news release has been prepared and will be issued after the licensee receives the Notice. The State of Oregan will be notified.

The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
