Dear Dr. Murley:

Three Mile Island Nuclear Station, Unit 2 (TMI-2)

Operating License No. DPR-73 Docket No. 50-320 IE Bulletin 86-03 IE Bulletin 86-03 addressed the common cause failure of emergency core cooling system (ECCS) pumps due to the failure of an air-operated isolation valve in minimum flow recirculation line.

GPU Nuclear has reviewed the information presented in IE Bulletin 86-03 and has determined that the single failure mode described is not applicable to TMI-2 in the current recovery mode.

The ECCS High Pressure Injection (FPI) pumps MU-P-1A/18/lC are disabled. Additionally, IE Bulletin 86-03 would not be applicable to TMI-2 under normal operating conditions.

The HPI pumps isolation valves MU-V-36 and MU-V-37 are motor-operated valves that are designed to fail "as-is" when the control circuits lose electrical power.

Therefore, loss of the control signal to these valves would not automatically result in closure of the valves and loss of the recirculation flow path.
