Dear Mr. Stolz:
On August 4, 1986 (Log No. 2054), the NRC published in the Federal Register a final rule to 10 CFR Parts 50 and 73 entitled " Miscellaneous Amendments Concerning Physical Protection of Nuclear Power Plants". The revised rule (10 CFR 73.55) requires each licensee to submit proposed amendments to their security plan and a proposed implementation schedule for commission approval. Attachment I identifies the changes to Toledo Edison's Industrial Security Plan and its implementation schedule for each item.
Prior to the NRC issuance of the Miscellaneous Amendment Rule, Toledo Edison had embarked on a program to revise and reformat its Industrial Security Plan. This change to the Industrial Security Plan was imple-mented to conform with the Davis-Besse Nuclear Group Procedures and provides a more functional security plan. The Industrial Security Plan, Appendix B and C, have been divided into three stand alone Manuals which are Industrial Security Plan, Security Training and Qualification Plan and the Nuclear Security Contingency Plan. These plan changes are being submitted under separate cover to Region III for their review in accord-ance with 10 CFR 50.54(p).
Subsequent to the rule issuance, Toledo Edison incorporated the Miscell-aneous Amendment Rule changes into the overall plan revision. Attachment II contains the revised section of the Industrial Security Plan for the j
