Response to Inspection Report 86-14 Gentlemen:
Reference (b) identified one deficiency in our emergency preparedness program in that "there is no method to include an estimate of iodine contribution to the source term in initial dose projections and subsequent protective action recommendations".
He will develop a methodology which will allow us to estimate an iodine source term for each of our three potential release pathways (containment leakage, primary vent stack and steam lines) and develop new thyroid dose nomograms for each pathway. Our plant dose projection computer model will be upgraded to include these calculations and provide thyroid dose estimates to be used in protective action recommendations.

He expect that the methodology, updated computer models and new thyroid dose nomograms will be completed by June 30, 1987.
Personnel should be fully trained by October 30, 1987.
Your inspection report also indicated that our " methodology used to provide protective action measures for offsite authorities does not consider the NRC guidance of focusing on the potential degradation of plant and core prior to recommending sheltering or evacuation af population around the facility".

Murley, Regional Administrator MN-86-149 To address this concern, we plan to review the guidance provided in IE Information Notice 83-28 against our protective action recommendation procedure. Any changes deemed necessary will be made by Feburary 1, 1987 and appropriate personnel trained during the course of our 1987 emergency plan training program.
He also plan to resolve the three'new open items through procedure changes, improved training and conducting a number of mini-drills during the next year.
He were pleased that you found our " emergency response actions adequate to provide protective measures for the health and safety of the public". He believe the improvements described above will resolve your concerns expressed in Reference (b) and enhance our emergency response capabilities.
