Dear Mr. Martin:
Your letter dated October 24, 1986 discussed the action taken by the Federal Emergency Management Agency (FEMA) to invoke the provisions of 44 CFR 350.13 to withdraw approval of the Missouri and Nebraska offsite emergency plans site-specific to Cooper Nuclear Station because of deficiencies identified in the alert and notification system (ANS).
You requested a response describing our planned actions and schedule for correcting these deficiencies and the supplemental means that are provided for the alert and notification of the public until the deficiencies are corrected.
The District's response is provided herein.
The deficiencies noted in the Cooper ANS relate to the alert and notification of transient population in Brickyard Hill State Wildlife Area, Missouri; Indian Cave State Park, Nebraska; and portions of the Missouri River between Nebraska and Missouri within the 10 mile emergency planning zone (EPZ).
The District has discussed these deficiencies with the appropriate State energency management officials and in coordination with the States plan to take the following corrective actions, portions of which have already been completed:
- Informational signs have been installed on the Missouri River at the north and south entrances to the 10 mile EPZ.
Signs have also been installed at river access points within the EPZ.
- Five (5) new electro pneumatic sirens are being placed along the Missouri River to alert transients on the river within the EPZ.
- Six (6) new battery-operated electronic sirens will be installed in Indian Cave State Park for the alert of personnel within the Park.
- One (1) new battery-operated electronic siren will be installed at the north end of the EPC, where there is no electrical power available, h

'P'5ga 2 Aircraft and ' mobile siren alerting will continue to be used in the Brickyard Hill State Wildlife Area in Missouri because the contours of the terrain make the installation of fixed sirens impractical.
This method of alert was successfully demonstrated to FEMA in June, 1986.
The ANS design report is under revision to describe the revised Cooper ANS and to corre'.* deficiences noted in previous submittals.
The District is exerting its best efforts to meet the corrective action timetable outlined in the Mr.
J.
D.
Overstreet, Director, FEMA Region VII memoranda to ~ the States dated November 10, 1986.
That is, the submission of the-revised ANS design report and accompanying Plan changes for FEMA review by December 24, 1986 and the installation of the new sirens in time for a remedial test on January 23, 1987.
We recognize that this is an ambitious schedule and is dependent upon promised delivery of the new sirens from the manufacturer and suitable weather conditions for siren installation.
Pending completion of these corrective actions, the Cooper ANS will rely
.on aircraft and ground mobile siren alerting in the subject transient areas as described in the current revision of the ANS design report.
S'enior District management personnel met with Mr.
Overstreet on Friday, November 21, 1986 to discuss our efforts to correct these ANS deficiencies.

A meeting with State emergency management officials is scheduled for Friday, December 12, 1986 to review the status on progress in achieving the planned timetable.
You can be assured that the District is treating this matter with the utmost urgency and seriousness.
We will work closely with FEMA and the States to resolve the problems with Cooper ANS satisfactorily.
