Haddam Neck Plant Millstone Nuclear Power Station, Unit No.1 Inservice Inspection Program Acceptance Criteria for Component Supports The Connecticut Yankee Atomic Power Company and the Northeast Nuclear Energy Company, on behalf of the Haddam Neck Plant and Millstone Unit No.1, respectively, plan to amend their In-Service Inspection (ISI) Programs to utilize ASME Code Section XI, 1983 Edition, Subarticle IWF-3400, " Acceptance Standards."

This 1983 Edition of the ASME Code Section XI is presently referenced in 10CFR50.55a(b)(2).

The ISI Programs currently in place at each respective plant, which utilize ASME Code Section XI Editions through the 1980 Edition and Addenda through the Winter 1980 Addenda, have been approved previously by the NRC Staff.

However, these editions did not contain specific acceptance criteria for the ISI Programs.

Our planned use of the 1983 Edition of the ASME Code Section XI represents additional constraints, and no current ISI Program criteria are relaxed in any way for either plant. As such, our interpretation of 10CFR50.55a has determined that NRC Staff concurrence is not necessary prior to implementation of this program. Hence, we are incorporating these changes into our respective ISI Programs for the upcoming 1987 refueling outages and the remainder of our second ten-year inspection intervals. If the Staff does not concur with our interpretation of 10CFR50.55a, please contact us to seek quick resolution of this matter before the start of the respective refueling outages.
