Dear Mr. Smith:
Your letter of October 4, 1986, transmitted Revision 8 to the Nutech Quality Assurance Manual. Revision 8 assigns an additional responsibility to the Quality Assurance Administrator to sign all Certificates of Conformance and/or Compliance when those documents are contractually required, and it defines which editions and addenda of the ASME Code and NQA-1 are addressed by the manual.
Based on our evaluation of Revision 8 of the QA Manual, we find that Section 11 of the NUHOMS Topical Report, with its reference to Nutech's Quality Assurance Manual, continues to describe an acceptable QA program for the design and manufacture of dry storage cask systems for long-tenn, interim storage of irradiated fuel assemblies.
That is, when properly implemented, the Nutech QA program will meet the requirements of 10 CFR Part 72, Subpart G.
This acceptance is based in part on your commitment to comply with the QA related regulatory guides that endorse the ANSI /ASME N45.2 standard and daughter standards ard ANSI /ASME NQA-1-1983. Should regulatory criteria or regulations change such that our conclusion is invalidated, we will notify you. You will be given the opportunity to revise and resubmit the Nutech QA program description should you so desire.
