SEACOAST ANTI-POLLUTION LEAGUE'S RESPONSE TO' APPLICANTS' OFF-SITE' EP INTERROGATORIES AND REQUEST FOR THE PRODUCTION OF DOCUMENTS

1. -The answers to'the subparts of this interrogatory were provided to SAPL by Ann L.- Hutchinson:

(a) " Forty-two drivers were :ontacted . "

(b) "Sub-freezing - temperatures caused inoperable shif ting lever in bus assigned to Seabrook Fire Station, causing a fifteen minute delay in moving'the vehicle."

(c) 1. "At 11:06 AM we were notified

  • that a simulated evacuation of schools in Seabrook, Hampton and Hampton' Falls was ' taking place and that a ' General Emergency '

had been declared. At that time we did not have the 19 buses necessary to do this. If we had, we still would have had. to make two trips to Dover. This would have required a minimum of two hours for a round trip.

We were told by CD. headquarters at 1:52 PM that the evacuation had been announced as complete at 1:00 pm.

This would not have been'possible."

2. "At 1:52 we were also told that a radiation leak had been announced and that a general evacuation of all in ten miles was to take place. I stated that we would need to get.all of our students in SAU 16 home from Exeter to the surrounding towns and was told that regular school transportation' for Exeter had been cancelled."
3. " Attempts to report to Concord with the actual number of buses and drivers were unsuc. a sful due to busy signals. This information could not be conveyed until a later incoming call from concord."

(d) Bus and driver pairs were unable to implement the RERP because there were far fewer drivers than buses and because of the problems noted in subparts (b) and (c) above.

2. (a) and (b)

SAPL contends that signed letters of agreement should be obtained from the municipality in which the recep-tion centers are located and also, since in all in-stances reception center f acilities in host communities are in school buildings, from either the school super-intendent or principal, whichever has ultimate authority over the use of the buildings. These agreements should set forth specifically the conditions under which the municipality and the school authorities will allow the building to be used, including any restrictions on time of day, season or other such limitation on use. The letter of agreement should also set forth how the DPHS Supervisor or the person responsible is to gain access to the building, whatever remuneration is required for use of the building, and how and by whom the building is to be decontaminated following its use. Any support staff expected to provide services at the reception center during a radiological emergency should provide separate letters of agreement indicating their willingness and ability to do so. [ Note: This interrogatory as framed does not address the mass care facilities, nor does it ask about agreements with other organizations relied upon to carry out a host community response.]

3. SAPL contends that the assurance that is required is a signed letter of agreement provided by each bus driver employed by the bus companies relied upon for transportation assistance under the NHRERP who is counted upon to drive and from each Teamsters Union member who is expected to fill in for bus drivers where there is a shortfall. Further, the letters of agreement

provided by the bus companies should specify whether and under what conditions Teamsters Union members would be allowed to drive their buses.
