Under cover of this letter, the Federal Emergency Management Agency is transmitting several documents and two cartons of written materials.

These include (1) FEMA's response to the Suffolk County Motion for an Order Compelling FEMA to Produce Witnesses for Deposition, to Permit Hitnesses to Respond to Depositon Questions, and to Produce Documents; (2) an affidavit signed by the Honorable Julius H. Becton, Jr., Director of FEMA requesting that certain documents be protected under the so-called executive or deliberative privilege theory; (3) an index to those documents; and (4) the documents themselves under seal.
