NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-295 As a result of the inspection conducted on April 21 through May 21, 1987, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the following violation was identified:
Technical Specification 3.17.2.1 requires that the aircraft fire detection system shall be operational, or the failed components shall be placed in the accident mode.
Contrary to the above, on March 3, 1986, while the licensee was performing the semiannual Periodic Test PT-210, it was identified that the outlet aircraft i
fire damper for the service water pump area (south) of the Cribhouse had been removed.
The damper was removed in November 1982 by licensee mechanical j
personnel who failed to install a required fire seal to compensate for the removed damper.
In addition, on April 8, 1986 and April 10, 1986, operating and mechanical personnel were not aware that aircraft fire dampers were taken out of service and did not implement the required compensatory measures.
This is a Severity Level IV violation (Supplement 1).
The inspection showed that action had been taken to correct the identified violation and to prevent recurrence.
Consequently, no reply to the violation is required and we have no further questions regarding this matter.
