Dear Mr. Friend:

This is in reply to your letter dated April 25, 1987, expressing concern over potential difficulty in plant personnel hearing public address system announce-ments concerning fire alarms or other emergencies at the Fort St. Vrain Nuclear Generating Station (FSV). This difficulty is aggravated by the need to wear hearing protection in the plant during normal operation. We appreciate your time and effort in bringing this matter to our attention.

The FSV fire alarm system is designed and tested in accordance with the require-ments of the Naticnal Fire Protection Association codes and standards, as well as NRC guidelines. The alarms should be loud enough for the average person to hear the alarm. The staff is currently reviewing FSV's fire protection program and specifically the fire detection system. We will consider your comments when re-evaluating the fire protection system over the next several months.

We will also check on the adequacy of the Gaitronics system for communicating in the plant's noisy areas.

Thealarmsshouldbeloudenoughfortheaveragepersonto hear the alarm. The FSV General Employee Training Prograw teaches you to evacuate the plant when the alarm is sounded. You should'have received this training before being granted access to the plant. Howe'ver, the staff is -

We believe that these measures are adequate to protect the safety of the FSV work force.
