In accordance with your request of April 14, 1986, we have reviewed the initial draft of " Environmental Assessment of Uranium Recovery Activities -

Riprap Testing, Phase I".

Overall, we find the technical content of the report to be excellent.

It is generally well written and provides valuable information in several areas of erosion protection design.

Many of the enclosed comments have been discussed with Steve Abt of CSU, who indicated that they were understood and that an attempt would be made to include them in the final report.

In addition, we have also coordinated the preparation of these comments with Mr. Edward F. Hawkins (URFC).

-Environmental. Assessment of Uranium Recovery Activities Riprap Testing - Phase I 1.

- A comparison should be made between the Manning's "n" values computed by CSU and the "n" values computed.using Corps of Engineers formulae'.- In addition, an attempt should be made to develop an equation for Manning's.

"n" as a function of depth-of-flow and to define the conditions under which the equation is applicable.

The conclusion reached on page 59 regarding the effects of a filter blanket are too strong, based on.one test. The conclusions should be modified to state that a filter banket Jma influence the stability of the-riprap layer rather than to state that it significantly influences the stability. We consider that the.results of one test are too inconclusive.

Each of the conclusions reached in Chapter 5 should be accompanied by a recomendation, if a recommendation can be made. We note that for some

.of the conclusions, recommen,iations were made.

When discussing escalation of costs resulting from design conservatisms (page 29), it may be appropriate to provide additional discussion regarding i

the need for design conservatisms. Conservatisms are especially important when engineers' must conclude that designs are acceptable for 200-1,000 years, especially in light of many unknowns such as flow concentration, rock durability, water _ borne and wind-blown sediments, and other factors 3.

which are difficult to account for.

It should be pointed out that the safety factor method is applicable to overtopping. The conclusion made on page 29, which states that "...the SF, BOR'and COE procedures were not developed for applications to overtopping flows...", is not totally correct.

It would be very helpful if charts,. tables, and figures are included on the same page (or as near as possible to that page) where they are discussed.

Many of the data tables are very " busy" and can only be understood artsr.

For clarity, we suggest that the tables be simplified, whenever possible, without eliminating the important data.

It appears that an Appendix may be appropriate for some of the' tables.
