Dear Mr. Zech:

.' I am writing in connection with a decision by the Atomic Safety and Licensing Board to deny nine communities in New Hampshire and Massachusetts the opportunity to actively participate in upcoming hearings on the operating license for the Seabrook Nuclear Power Plant.

It is my understanding that the decision is dated September 11, 1986, and is signed by Administrative Law Judge Helen Hoyt.

The purpose of my letter is to request that the Board recon-It seems to me that simple fairness dictates sider its decision.
