Dear Mr. Cushing:
I have received your letter of September 10 (envelope stamped September 17,1986) wherein you request to make a limited appearance statement at the reopened hearing commencing on September 29, 1986.
Please be advised that the Board is not receiving oral limited appearance statements. During the initial hearing in August 1983, numerous limited appearance statements were received by the Board at locations convenient to the public.
Further, this is a reopened hearing, not an entirely new hearing, and, as of August 1983, all issues (contentions) were in place and thus were subject to being addressed by limited appearors at that time.
l As you are aware this reopened hearing is open to the public and you are l
cordially invited to attend.
I note that you state that you observed some things that are very disturbing to you daring last springs NRC inspection. As reflected in the enclosed letter dated September 22, 1996, I have forwarded a copy of your letter to the Director, Office of Inspection and Enforcement, Washington, D. C. and requested that h.is office contact you to find out in detail what disturbing matters have been observed by you and to take whatever action is necessary.
