SUBJECT:
Calvert Cliffs Nuclear Power Plant Unit No. 2: Docket No. 50-318 Inservice Inspection Program Request for Relief from ASME Code Section XI Requirement Determined to be impractical e Centlemen: b c..aGaiice wtih 10 CFR II' A. big)(6)(i), we are requesting relief from an ASME Code Sectica XI requirement that iM ieen 4tmi,r.d M be impractical. In accordance with NRC St:;ff Gujj.;n. e Mtp ed Nevembat 24, 1976, the infous.advil concerning this wiirt :ged is presented herein. Performance of a hydrostatiq pressure test on a portion of the auxiliary feedwater system within the first inspection interval has bea/,ne impractical. This portion shall receive a hydrostatic pressure test during the next scheduled refueling outage to meet the ASME Code Section XI requirements for the first by: tion interval. I. Components for Which Relief is Requested The attached drawing M-801 has been marked-up to identify the portion of the auxiliary feedwater system for which hydrostatic testing will be deferred to the next refueling outage. This portion consists of less than 20 feet of pipe and extends from the flange connection downstream of check valve 2-AFW-200 and g-m control valve 2-AFW-4512-CV to check valve 2-AFW-130. eno rdo n. go II. ASME Requirement from Which Relief is Requested SU* ASME Code Section XI 1974 edition with Addenda through Summer 1975 g subparagraph IWA-2400(a) requires that examinations and pressure tests be oo completed during each ten-year interval. For the hydrostatic pressure test of the portion of the auxiliary feedwater system described herein, the hydrostatic test g required by IWC-2510 will be performed during the the next refueling outage, om currently scheduled for spring 1989, which is approximately one year beyond the S$ allowable interval extension of one year contained in IWA-2400(a). &s &W %\\ $(50M

4 Document Control Desk May 29,1987 i Page 2 III. Supporting Information During hydrostatic pressure testing of Steam Generator No. 22 and associated auxiliary feedwater, main feedwater, main steam, and other associated systems, a leak developed in a four inch mechanical flange gasket joint downstream of auxiliary feedwater check valve 2-AFW-200. The leak rate precluded the ability to obtain full test pressure with the hydrostatic pump capacity. System pressure was approximately 1100 psig at this time. The pump capacity was 40 gpm. Charging through the auxiliary feedwater system was terminated while charging through the main feedwater system was continued to achieve full test pressure on the remaining portion of the test boundary without cycling the steam generator vessel. The gasket in the flange connection was quickly replaced such that charging through the auxiliary feedwater system could be reestablished, but it was discovered that the gasket seating surface due to the leak was wire cut and a timely repair could not be performed. The four hour hold time was achieved and the inspection was conducted on the remaining pressure boundary with satisfactory results. The gasket flange connection will be repaired and leak tested. Performance of a hydrostatic test on this portion of the auxiliary feedwater system at this time would be impractical as there is a limited number of tests permitted on the steam generator, and the current design does not permit isolation of this portion from the steam generator. A new check valve is on order and will be installed to replace the existing check valve 2-AFW-130 during the next scheduled refueling outage. At that time, it will be practical to hydrostatically test the remaining portion of the auxiliary feedwater system without pressurizing the steam generator vessel. IV. In Lieu of Testing Following the repair of the flange which leaked, the portion of auxiliary feedwater l piping system not hydrostatic pressure tested will be leak tested at operating j pressure. With replacement of the downstream check valve 2-AFW-130 during the next refueling outage, the portion of the auxiliary feedwater system for which relief is requested will be hydrostatic pressure tested to satisfy the requirements of ASME Code Section XI for the first interval. I Pursuant to 10 CFR 170.21, we are including BG&E Check No. (1910919) in the amount of $150.00 to the NRC to cover the fee for this request. --w--. ~ -.. -, - ,-.y ,,.m, ,,,,m._.,,m ,7,- mw, v
